Evade Head Tax?

Seld Heathens Attend School for a Year to Secure Refund.

Rebate of Head Tax Given on Presentation of School Certificate.

Do Chinese evade the head tax of iivo hundred dollars, now In force, to put a check on the incursion of the yellow man? At the meeting of the school trustees held last night it was said that they did; that Chinese pupils came to the" city schools and after twelve months secured a certificate to the effect that they were students of the schools for the past year. They then applied for a refund of the head tax, which was granted, for the law says that Chiueso students are to be admitted fre*-.

A communication was received at last night's meeting of the school trustees from Messrs. Bodwell & Lawson, who wrote on behalf of eleven Chiueso students of the city schools applying for a refund of the head tax; they had been informed, they .said, that it had been the custom to charge $2.50 a head when the school superintendent issued the certificates, and they knew of no clause in tho school laws to cover this action. They -were willing to pay one dollar on behalf of each of the eleven, but thought .$2.50 excessive.

Had the board the right to charge ?-!.50 when the certificates which enabled, the Chinese to collect a refund of tho head tax were issued? That was a question discussed by several of the trustees. Tho chairman, Trustee Jay, said certificates were issued to such pupils only on tho approval, of the city superintendent, so that the issuance could bo controlled. lie believed that the net wns being stretched in granting a refund; it was never intended that pupils attending the city schools for twelve months should be entitled to a refund of the head tax. But it is the practice of the Ottawa government. The charge of $2.50 made on issuance of the certificates has been customary, tho money so secured being held at the order of the board.

Other trustees, in discussing the matter, pointed out that the act said that any Chinese student coming into the country should be free of the head tax; it: was only intended to be operative in the case of pupils coming to seek advanced education. Now many Chinese youths, future coolies in many cases, evade the head tax by attending the city Schools for a year.

On the 30th of January lust, it was pointed out, forty boys were presented at the city schools for tuition. They had been hurried into the country at that time when Chinese were rushing in to evade the increased head tax, and many of thi.se Chinese it was.
